bound branches updated

I've put an updated bound branches branch at
http://bazaar-vcs.org/bzr/bzr.bound-branches.

Its currently pushing via sftp - as its a weave based branch this may
take 20-30 minutes.

I'll be adding the pivot and commit --local functionality tomorrow, as
well as changing the existing branch to use local branch data to
generate the commit for performance. 

It looks fairly ready to merge to me, and given John wrote it, I'll
happy stash it in mainline as is if someone currently using the old
bound-branches facility wants to confirm it works :).
