web server broken

Management wants only one website. Things are setup so that even if one
pulls from http://bazaar-ng.org/bzr/bzr.dev, that the client can still get
the data from http://bazaar-vcs.org/bzr/bzr.dev.

Can you indicate with more specificity what exactly is broken?
