I thought that the plan was to be as careful as possible across the
board - still break if we really need to but not to do it if there is a
thunk we can do. As for when, I had understood that we planned to be
'definite' about this at the end of Feb - but also that we've been doing
since much earlier to practice the skills needed to deliver api
stability. Replying separately to the bzrtools-push-is-broken note.
