History horizons spec

I love it.

It would be nice for shallow branches to degrade gracefully by
requesting missing data from their parent (and maybe recording it). But
the use cases already described are alone enough of a justification to
implement basic history horizon support without that additional
functionality.

In particular, the "commitable checkout" use case provided by shallow
branches looks like a very good feature to convince people with
experience in centralised VCS that bzr is just _more_: "just as fast a
checkout, and you can commit offline too".
