Source that starts from somewhere else can (must) keep its existing
copyright.  The point is mostly to have a clear view of the status of 
files that are primarily in bzr.  So if (hypothetically) we wanted to
transfer bzr to the Foo Software Foundation and also offer it under
their licence, third-party files would need to be excluded, or at least
separately handled.
