Yes.

Yes.
And if the standalone branch is format 5 or 6 then as happens today, the
skew shows up as an uncommitted change reverting the content to the last
time the working tree was updated.
If its a meta format bzr dir then running 'update' in that tree will fix
it - and they will have to do that to be able to commit.
