Someone reported this problem on IRC.  The url was

It would appear some servers will suggest alternates when you request a
document with a similar name.

We could treat this as a NoSuchFile, I suppose.

It looks like bzr is requesting signatures for unsigned repositories.
Can we not do that, please?
