Config for branch, not in branch

Well, bzr branch/pull/push wouldn't transfer these bits, so if someone
grabs my branch, he doesn't get this personal data.

This is no different than "bzr nick" to set the nick. That's stored in
.bzr/branch.conf and when someone does "bzr branch foo" it is not
transferred.
