Important: bzr 0.7 is not in bzr.dev mainline

I think it is not news for most of the bzr developpers but I think it's
important to-remember-thing: bzr 0.7 is diverged from bzr.dev branch. I
mean that some last-minute fixes maded for bzr 0.7 does not present in
bzr.dev. At least my patch for deleting read-only files/directories on
win32 in temp dir produced by selftest. I think there is also some
patches dropped.

What current policy about this divergence?
