And I disagree.  Making a new branch by cp already behaves differently
from making a branch by bzr branch.  If you use cp, you're saying "I
want a branch that behaves the same in every respect".

Furthermore, designing for cp means that you lose flexability in other
ways.  When I bzr branch from bzr.dev, it would be rather cool if it set
the submit-location to the PQM one.  I think it's useful for the list of
locations to be publically viewable.
