Andrew Tridgell of Samba told me that they currently do this with another
RCS. They'd like to do it with bzr but need better hook support first.

I know you know this; my post is intended for others that are reading you.

Please pay attention if you are doing this. Bazaar-NG doesn't track
read/write permissions and will write them according to your umask (man
bash, search for umask).  I suggest you not track anything that is
concerned about permissions, such as .ssh.
