New wiki layout (pt 1 complete)

I've gotten the first half of this work done. This covers the
documentation and downloads stuff and a pile of related pages.
Though the top menu still points at "DownloadBzr", though the new Download
page is already written. I haven't put that in place yet because I'd like
to break DownloadBzr into three pages, as mentioned on the Download page.
Suggestions and comments are welcome.
