[RFC] branch-formats ready for review

Ok the core changes in branch-formats are done. Theres a couple of extra
implementation tests I plan to add. And I'm thinking that we should make
test_branch_implementations into a module like blackbox is, so that its
clear where the interface tests are.

But as its down to fine detail, I'd love a review to catch any big
structural issues.
