This is a symptom of the bug fixed by John's recent "fileid_involved
fails to unescape xml" thread.  So you need to either apply that fix, or
get a new copy of bzr.dev soon when I merge it.  If you are using 0.7rc2
you need to go back to rc1 or wait for rc3 later today.
