This will scale with the size and number of modified files, which seems
reasonable enough.  Most of the slowness in bzr merge isn't merge,
itself.  It's clean-tree detection and base-revision selection that take
a while.

Try running bzr with --force and a specified base, and see whether you
think it's slow.
