selftest broken when Paramiko absent

In the latest bzr, selftest does not run if sftp can't be loaded.  I'm
having trouble pinpointing the precise problem, because I'm running on
Windows, and I don't know where .bzr.log is.

I assume this has something to do with test-providers.
