[RFC] test-apis - feedback solicited

http://people.ubuntu.com/~robertc/baz2.0/test-apis has the start of api
tests in bzrlib/doc/api/*.txt.
The idea is that any .txt file in there is testable documentation for
users of the api - not detailed tests like our unit tests, but something
a user can consult for recipes, howtos etc. In a similar manner I think
that the tutorial could go in bzrlib/doc/ui/ as tutorial.txt once we
have the parser to make it interpret things like $ bzr init foo as calls
to run_bzr.
So - what I'd like in terms of feedback is:
- whats needed before this branch can merge?
- Is it in the right direction?
