Solution for baz2bzr revision ids on windows

I have a somewhat pressing need to have the revision-id problem solved.
I convinced a coworker to transition from CVS to bzr instead of
switching to svn. I worked on the project in an Arch branch,
synchronizing with the CVS repository.
I was able to convert the HEAD of CVS using tailor, but we have 2
branches that I want to convert. I generally have them in Arch, so
converting that is an option.
But this is an archive that could easily be checked out on windows. So I
need some sort of solution for the ':' in revision-ids which baz2bzr
creates.

It is somewhat urgent, because he is looking to get started this week.
If I have to, I'll just hack baz2bzr to use # instead of : or somesuch.
(I can use Arch-2# instead of Arch-1: if preferred)

^ is only illegal on FAT

I'm hoping to get some sort of answer. It might be possible to use the
current conversion, and just ask him not to check it out on Windows
right now. But one of the big reasons to use bzr is its windows
compatibility. I really want this to be a nice easy transition. He
already is giving up some of his preferred GUI applications.
