While this patch is an improvement, I don't think we should strip off
the file:/// prefix on local transport objects at all.  These are urls,
not unix filesystem paths, and there are significant differences (e.g.
the meaning of /My%20Shared%20Folder).

Users enter either urls or filesystem paths, and we need to be careful
how and where we convert one to the other.
