Branch for format 7

Does it allow creation and use of of format 6 branches still, and
support upgrading remote branches? 


This is the machinery I think we should put together as a separate task
to actually changing the format. Theres plenty of stuff there, that if
we do this, and get it right (including running the whole test suite
with different default formats along the lines of the transport
implementation tests), then multiple formats should be really easy. But
I dont think we should put any format changes in until that (largely ui
glue) is done.

See BRANCH.TODO - I think there is more to do that should be done before
merging storage to mainline.
