storage branch - create branch/ and repository/ ?

Looking at the storage branch, I think that the addition of repository
logic such as locking twice, without doing the split into .bzr/branch
and .bzr/repository makes it somewhat confusing. I think we should put
in place a format upgrade in the branch, to split out the relevant files
for branch and repository data - before we merge it.
