Sure - A number of folk have had headaches with bzr due to that - It
would be really nice if we can find some way to address it. I.e. by
overriding the python encoding for /etc/password, or some such - I would
expect system wide files like /etc/password to have *some* consistent
encoding simply because the user lang settings can all vary.
