Tracking CVS upstream with BZR

Until foreign branches are implemented, the usual way is to have a directory
under both version control systems. That is check out from CVS, import that
(IIRC including the CVS metadata) into bzr, branch from that, do whatever you
need. Use bzr to generate the patches to send upstream.
