rsync on bzr.dev fails

Yes, this is the correct tree. And yes, somebody put files with the
wrong permissions there. There was a recent thread on it.
In cases like this, after doing the rsync, just use "bzr revert" in the
directory. It should make sure all files are in their pristine state.
