[merge] win32 patches

I brought out the win32 branch again, and I had some more work to get
all tests to pass.
But I've decided to accept it as part of my integration branch.

It still doesn't handle the executable bit (and the test does fail).
Under cygwin there are still some gremlins with Paramiko and threading.
(Sometimes it will hang at 0 cpu, sometimes at 100%, usually at
test_put, but if you run test_put directly it doesn't fail).

So right now the only test that fails is the executable bit tests.
And it means win32 is a lot further ahead than it used to be.
