sftp urls

Doesn't the host need to be terminated with a /? Then it would have to
be at least sftp://host/~relativepath and I would prefer
sftp://host/~/relativepath so it's a) compatible with what one writes
locally and b) allows extending to sftp://user@host/~otheruser/path.
