[RFC] [PATCH] configurable selection of progress indicator

I would worry a little about this opening the floodgates to dozens of
BZR_* env variables.  Not that I necessarily have a better suggestion,
but when a manpage needs Cliff Notes for its environmental variables
section...   something's wrong.
