I've put up a branch with a couple of improvements to svn2bzr at
http://samba.org/~jelmer/bzr/svn2bzr. Changes include:

 - Update to new API
 - Support for moving Branches around (stores removed branches in the
'attic' so they won't get lost)
 - Adds a couple of test data files that tended to fail
