Looks like http://bazaar.canonical.com/BzrTagging never got very far.

One of the old BzrTraffic's mentions a branch by Gustavo that implemented 
(some) support for tags. It appears to still be sitting at 
http://people.ubuntu.com/~robertc/baz2.0/tags/
