Yes, setting such a policy obviously makes sense and having the VCS help
enforce it would be nice.

(We've talked previously about making sure that a project which in the
past was incompatible with windows can be checked out there if they
rename the bad files; this isn't tested but it should work, or should be
reasonably easy to fix.)

This discussion was about something a bit different though: ids which
are assigned by the tool, or plugins that go into the tool.
