If you use openssh for the connection, then you can control this per-host by
modifying ~/.ssh/config.  It's worked well for me in the past (e.g. I've run CVS
and later SVN over compressed SSH connections for my Twisted checkouts,
completely transparently to the CVS and SSH tools).
