So those are not official bzr instructions; they're specific to
Launchpad.  And you'll note that bzrtools is mentioned separately in the
apt invocation, because it's not a dependency of bzr.  You can have a
perfectly usable bzr installation without 'em.

Essentially, if you're going to insist that there's no meaningful
difference between a plugin and part of the core, I'll have to assume
you're trolling.
