patch: make --quiet global

This is my patch to make --quiet a global option.  Using --quiet just  
turns down the stderr logging level so that info/note-level messages  
are not displayed.  Commands that already understood --quiet have  
been adjusted to keep them working the same way.

(This may be identical to the last time I posted the patch -- I can't  
remember if there were any later fixes in my tree.  Anyway I'm trying  
to clear out some of these by posting the roll-up patches of related  
changes.)
