bugfix for 'bzr annotate' and revisions without a valid email address

Hi,

When running 'bzr annotate' on a tree imported by tailor it choked on
revisions committed without a valid email address. The attached patch
fixes this and adds tests. It was created by running 'bzr diff -r
branch:http://bazaar-ng.org/bzr/bzr.dev' in a branch available at
http://mzz.mine.nu/bzr/bzr.dev.

I'm pretty sure the bugfix is correct, but I'm not so sure about the
added tests.

Please merge if the tests make sense.
