announce: PQM now in bzr

I've moved my PQM mainline into bzr at
http://people.ubuntu.com/~robertc/pqm/trunk.

(If you have arch branches of this pending merge and want to convert in
a compatible format, it was converted from arch via my current baz2bzr
from http://people.ubuntu.com/~robertc/baz2.0/bzrtools-baz2bzr).

I've moved it to bzr at this point as part of migrating all my branches
to bzr. There are a few new fixes there since the last announcement,
including compatability with the latest bzr changes, the use of
config-manager for building configs.
