[plugin] update-mirrors

I don't know if other people work like I do, but I have a server where I
mirror other people's branches, so that I have local (+rsync) access to
them.

So I wrote a plugin, which just recurses down a directory tree, trying
to find branches, and then running "pull" on them. And if you have my
latest integration tree, it will also print out the log summaries for
all of the new patches.

I figured I'd let other people know about it, in case they care.
