[BUG] bzr upgrade has trouble with ungzipped files

(I might have accidentally posted this too soon. I also have been trying
to post this to the bugtracker, but it just gives me an Oops!)


I went ahead and made the change so that TextStore (and TransportStore
in general), can be declared as default compressed or uncompressed.
It will query for the existence of either form, in an appropriate order.
(compressed stores look for the .gz first).

This removes the CompressedTextStore object.

I might merge this into my integration branch (jam-integration).
