While this is theoretically possible, CVS does not do whole-tree commits
and is generally weird, so it would be very hard to do right.

The bzr format is still subject to change.  The transition to format 5
was pretty bumpy because there was a simultaneous model change.  We're
not expecting more of that.  In the medium term, we expect to switch to
Martin's Knit format, which will have the advantages of weaves, but will
be more efficient to add to.
