All I can say is, you must be doing something wrong.  Not only does the
latest development version not use "~/.bzr.conf", that text does not
appear anywhere in the source code.

It sounds as if you have an older install that is being selected instead
of your new one.  Perhaps "which bzr" will help you track down the problem.
