This is being worked on. There is an sftp plugin already, and a
dedicated bzr server may come in the future too. A transport layer is
being implemented that will allow to add other transport mechanisms
without changing the core of bzr.

rsync is at least possible to get a local mirror of the remote
archive. I think there's a plugin providing rpull to do like "pull"
over rsync.
