Yes, and any revision can be used as the changeset-base (including the
null revision), because the changeset base isn't the same thing as the
merge base.

Right.  Perhaps we could automate the workaround.  On the other hand,
bzr's support for merging with cherrypicks is quite weak at the moment,
so we don't want to encourage cherrypicking.
