It's debatable whether we should actually call them "changesets", since
they're not intended to be used the way changesets are.  Something like
"compressed revision" or "dependant revision", maybe.

Anyhow, to "apply" the "changeset", we generate the revision it
represents, and then do a merge using that revision.
