I think that was sloppy writing.  I probably should have put 'transform'
instead of 'import'.

There probably have to be some data import, because on some VCSes,
things like last-modified-revision will be expensive to calculate.  But
the idea was that we'd end up with a live ForeignBranch that we could
perform a useful subset of operations (e.g. branch, log, missing, pull)
on, but was a just a bzr wrapper around real foreign data, not an import.
