[PATCH] Implement --strict flag for commit

Y'all,

Here's a patch to implement strict commits (no unknown files allowed).

The TODO mentions not allowing deleted files, but I didn't know what that 
meant so I just left it. Any ideas?

Works for me, and there are tests included.

This is pullable as revno 1298 from http://michael.ellerman.id.au/files/bzr
