bzr-0.1-rc1: bzr init does not create stat-cache file

bzr init does not create in new repository stat-cache file. This is bug
or feature? All tests logs have line with message that:

failed to open
...\test0001.tmp\testinv.TestSnapshot.test_snapshot_new_revision\.bzr\stat-cache: 

[Errno 2] No such file or directory:
'...\\test0001.tmp\\testinv.TestSnapshot.test_snapshot_new_revision\\.bzr\\stat-cache'
