Before I waste too much of your time, you should be aware that it might
very well be a server problem as David Clymer
(http://source.zettazebra.com/bzrweb/) reports that it works for him
with bzr.dev r1227 (AKA 0.0.9) and bzrweb r54, which are the exact same
revisions I'm using.

It's really wierd. I can untar some of the file, but some where in it
it goes "unexpected EOF." Is there a way to enable some logging or
something?

Cool. I'll try to keep as quiet as possible so you won't have to
do that in the near future :-)
