Bad merge base selection

It seems what we discussed on IRC is still happening. After merging my
old bzr-split-storage into the current integration branch, and creating
"bzr-split-storage-2", I am once again getting the permanent merge base
as revision 851.

So there seems to be something about the revisions that I have that
cause a serious problem.
It even seems to be effecting my bzr.dev branch (which might just be
because I have installed all missing revisions).

It seems to have spread to the bzr.dev mainline (at least according to
my attempt at a full sync against it). So we may indeed have to figure
out what is going on.
