making a bzrlib.ui package

I wanted to seek input on us making a bzrli.ui namespace for ui related
code.

Specifically, all of bzrlib.builtins, much but not all of files like
bzrlib.add and bzrlib.merge, is at the ui level rather than mechanics
level.

Some stuff will probably eventually stratify into the bzr-frontend only
ui, and general ui stuff. (I.e. ProgressBars are a general ui concept,
TextProgressBar is only useful in console apps).
