some branch.py cleanup

So, I'm giving myself a no-prize for getting sidetracked :-)

I was going to start work on porting John's transport stuff.

Then I realized the branch constructor stuff we talked about yesterday
on IRC would overlap it, and even simplify it.  So I decided to do this
one first.

Then I found quite a bit of cruft, low-hanging fruit (like 'XXX'
comments that could simply be done) and dead chickens in branch.py.  So
I cleaned them up.

The result is in revisions 1189..1191 of
http://bzr.dev.exoweb.net/bzr-branchconstructor/ . It's very small
stuff, but adds on readability :-)
