development version upgrade bump

Hi,

In merging in some recent changes the bzr.dev branch has got to a
state where it cannot be pulled by some old clients.  If you get an
error when you try to pull then you need to fetch an updated bzr
through some other mechanism, either rsync or by downloading today's
snapshot tarball.
